Key Responsibilities
As a Supply Chain Management Practitioner, you will work closely with various stakeholders within the institution to ensure the smooth functioning of procurement processes and effective management of bids. Below are the core functions of this role:
- Procurement and Bidding Process:
- Assist end-users in developing specifications and terms of reference for sourcing quotes and bids.
- Facilitate the Bid Specification and Bid Evaluation Committees.
- Administer the bid invitation, closing, and scheduling of proposals.
- Act as the secretariat for the procurement committees.
- Facilitate briefings and presentations by prospective bidders.
- Address queries from bidders and internal clients.
- Contracts and Filing System Management:
- Maintain an organized filing system for bids and contracts.
- Administer the validity of bids and maintain both a contract register and a bid register.
- Publish award notices and ensure all documentation is properly filed and accessible.
- Reporting and Compliance:
- Prepare weekly and monthly procurement reports for management.
- Ensure adherence to internal control measures and compliance with relevant policies and procedures.
- Supervise staff within the procurement department.
- Support for Special Projects:
- Assist buyers in procuring goods and services for special projects.
- Perform any ad hoc duties as required by management.
This position requires attention to detail, strong communication skills, and the ability to work independently and as part of a team.
Minimum Requirements
To be considered for the position of Supply Chain Management Practitioner, applicants must meet the following minimum qualifications and experience:
- Educational Qualifications:
- A National Diploma or Degree in Commerce or Supply Chain Management is essential.
- Experience:
- At least three years of relevant experience in supply chain management.
- Additional Requirements:
- Sound knowledge of PFMA, GRAP, National and Provincial Treasury Instructions, and Supply Chain Management regulations.
- Proficient in Microsoft Office and general computer literacy.
- Understanding of relevant policies and legislation related to supply chain management.
- Good verbal and written communication skills.
- Strong interpersonal, time management, and office management skills.
- Ability to deliver quality work under pressure and within tight timelines.
- Customer care skills.
- Proficiency in at least two of the three official languages of the Western Cape (English, Afrikaans, and isiXhosa).
- A valid driver’s license and the willingness to travel.
