    Key Requirements:

    • Possession of Grade 12 qualification.
    • National Diploma or Bachelor’s Degree in Commerce, with a major in Supply Chain Management.
    • Minimum of three years’ working experience in Local Government.
    • Two years of proven working experience in a Supply Chain Management environment.
    • Completion of or studying towards the Municipal Finance Management Programme.
    • Valid Driver’s license, minimum Code B.

    Knowledge, Skills & Competency:

    • Familiarity with local government legislations and National Treasury Regulations.
    • Understanding of the Preferential Procurement Policy Framework Act (PPPFA).
    • Strong communication skills, both verbal and written.
    • Proficiency in numerical skills, essential for financial analysis and reporting.
    • High-level proficiency in writing and analytical skills.
    • Understanding of Municipal Standard Chart of Accounts (MSCOA) regulations.

    Key Responsibilities:

    • Consolidate, capture, and monitor the procurement plan.
    • Ensure adherence to all prescripts, regulations, delegations, and policies.
    • Implement Supply Chain policies with a focus on risk management.
    • Execute cost control and budget procedures effectively.
    • Provide bid-related inputs to departments within the Municipality.
    • Scrutinize specifications, task directives, and special conditions to ensure compliance.
    • Compile bid advertisements, bid documents, evaluation of goods supplied and services rendered, submission recommendations, letters of acceptance, etc.
    • Maintain the municipal supplier database.
    • Attend briefing sessions for the bid committee.
    • Serve as a member of the Bid Evaluation Committee (BEC).
    • Prepare monthly reports on service providers’ performance.
    • Execute delegated powers related to applicable functions efficiently.
