The eThekwini Municipality is seeking a qualified and experienced Work Study Officer to join its Corporate and Human Capital Cluster under the Group Social and Sustainable Development Branch. Reporting to the Senior Manager (Management Services), the Work Study Officer will be responsible for managing, controlling, and providing specialized advisory and support services in work-study and job evaluation processes.
Key Responsibilities
The successful candidate will undertake various responsibilities that involve evaluating and improving work procedures, content, and outcomes. Some of the key areas of responsibility include:
- Feasibility Studies and Procedure Design
- Conduct feasibility studies for various municipal departments to assess work methods and procedures.
- Design and plan new work procedures to enhance operational efficiency.
- Estimate the duration and anticipated benefits of proposed work procedures.
- Project Management and Implementation
- Present project matters and recommendations to clients within the municipality.
- Supervise the implementation of agreed recommendations to improve work efficiency.
- Liaise with Principal Management Advisors on ongoing projects and studies.
- Training and Development
- Keep abreast of current developments in work-study techniques and best practices.
- Provide training courses and workshops on work-study appreciation for senior municipal officials and other relevant stakeholders.
- Develop manuals and work-study appreciation programs to improve service delivery.
- Job Evaluation and Work Analysis
- Undertake studies of jobs to evaluate work content and effectiveness.
- Assess labour strengths through work-study techniques to optimize manpower allocation.
- Compile job procedures, standard work values, and operational manuals to enhance efficiency.
- Systems and Methods Examination
- Conduct examinations and reports on various systems and methods used within the municipality.
- Recommend and implement improvements to enhance operational effectiveness.

Essential and Preferred Qualifications
To qualify for this role, candidates must meet the following essential requirements:
- Diploma (NQF Level 6) in Operations Management, Production Management, Industrial Engineering, or Management Services (or any equivalent qualification).
- Valid motor vehicle driving license to facilitate mobility for site visits and work assessments.
- Three years of relevant experience in work-study, job evaluation, or a similar field.
- Computer literacy, ensuring proficiency in relevant software applications for reporting and analysis.
The following preferred qualifications would be advantageous:
- Degree (NQF Level 7) in any of the related fields mentioned above.
- Four years of relevant experience in a similar work-study or job evaluation role.
Remuneration and Benefits
The Work Study Officer will receive a competitive remuneration package, with a total annual salary ranging from R655,357.00 to R825,483.00. Additional benefits include:
